Hi, my name is Rev. Douglas Riley, and I want to serve you as the 2nd District Board of Supervisor. King William is on the preface of growth and new business opportunity. You deserve a proven leader, a dedicated leader, a dedicated servant, and a qualified administrator.
My qualifications include a degree in Finance, and a Master's in Divinity. I've worked in accounting for over 25 years. I have prepared, examined, and interpreted financial records and reports. During this time, I have identified areas of opportunity and waste to ensure that resources are used wisely, the same that I will do for King William.
My leadership ability has been shown by being a part of the Executive Committee of the Richmond Chapter of the Association of Government accountants and on Executive Committee of the Richmond Chapter of the American Payroll Association.
I was taught a long time ago that "if service is beneath you, then leadership is beyond you".
I have worked with the schools as a member of the Strategic Planning Committee, Social Services as a member of The Fatherhood Initiative, King William Sheriff Department, Unity in the Community and King William Fire Department as Chaplin. I am a founding member of the King William Children First Lions Club.
During the Covid-19 Pandemic, I organized many community Vaccine Clinics for everyone who desired to get vaccinated. The clinics were set up at the King William schools, churches, and senior citizen center. I've set up food drives, diaper drives, written grants to get AED Machines in 16 churches, and blood drives. My efforts were recognized by the then governor, Governor Ralph Northam with the Governor's Award for Public Service for the State of Virginia.
My wife, Deaconess Ivy Broadus-Riley, and I have worked tirelessly in service to our community. Ivy has taught in the county for over 35 years and continues to serve the school system. We are a family of workers who serve the community in which we live.

My Wife
Deaconess Ivy Broadus-Riley, is a native and lifelong resident of King William. She has been employed by the King William County Public School System for over 35 years as a 4th grade teacher, long term substitute and an instructor with Middle Peninsula Regional Adult Career Education program.
We enjoy living in King William, and we are a family of workers who serve the community in which we live.
I believe we should focus on economic development and start working to get new businesses in our county. A position for a Business Development Specialist has been approved by the current Board of Supervisors. It is urgent that we fill this position quickly and attract new businesses to the county. At the same time I feel we should celebrate those businesses already in the county.
We have to enhance the response times, equipment, and locations of our emergency services in the county. This includes the Sheriff Office, Fire and Rescue and Ambulance services. It is not OK to have a 45 minute response time for emergency services. As growth continues to comes to our county there will be a growing need for these services. We can't wait. We need to correct and enhance these services and response times NOW!!
My position on taxes is one of fiscal responsibility. I want to ensure that our tax dollars are spent efficiently to provide necessary services and infrastructure. I want to ensure that we develop and maintain a balanced budget that meets the needs of the county without overburdening taxpayers.
I will assess property tax rates and their impact on homeowners, farmers and businesses. I support what is known as the Land Use Tax for the preservation of real estate devoted to agricultural, and forest uses. I will prioritize our needs such as education, public safety, infrastructure maintenance, and social services to help determine how taxes can best support these priorities.
I propose quarterly meetings for my district. I want to set up some time for you to come and ask questions of the staff and myself. If you feel that something was voted on that is not what you want, bring it to the meeting. The staff and I will do our very best to answer your question straight forwardly and truthfully. I will listen to your concerns and do the best to provide answers to your questions.

Rehoboth Baptist Church invited myself and all the candidate for Board of Supervisor to attend their Town Hall Meeting. We were given the opportunity to present ourselves to the voters and answer why we want to be a member of the Board of Supervisor. Here is my presentation to them.
